Introduction

Pan Africa e-Network Project (PAeNP) was conceived by Dr. A.P.J. Abdul Kalam, the former President of India in 2004 to connect all the 53 African Countries by a satellite communication and fiber optic network to extend education and healthcare services. The project was funded by the Government of India with an expenditure of Rs. 583 crore and the Ministry of External Affairs, Govt. of India has been designated as the Nodal Ministry and Telecommunications Consultants India Ltd (TCIL) has been designated as Implementing Agency. The project was launched in 2009 and successfully completed in 2017 with the participation of 5 Indian Universities and 12 Indian Super Specialty hospitals. A total 10,236 enrolled under degree programmes and 11,044 in Diploma/Certificate, out of which 4867 awarded degrees and 3634 certificates respectively.
India’s partnership with African is based on a model of cooperation which is responsive to the needs of African countries. The Capacity building has been the single most important fulcrum of the development cooperation between Indian and Africa which shall be poised to harness the power of technology and internet to bring peoples of India and Africa together.
During the Third India-Africa Forum Summit held in New Delhi in October 2015, Hon’ble PM of India announced 50,000 scholarships to the Africa. Accordingly, the extension of PAeNP was approved for 5 years with technological upgradation and envisaged to offer 15,000 scholarships. The next phase of project was rechristened as e-VidyaBharti and e-ArogyaBharti (e-VBAB) Network Project to offer Tele-education & Tele-medicine services through internet-based web portals. The project was formally launched by the Hon’ble External Affairs Minister, Dr. S Jaishankar on 7 October 2019. So far, 6 premier Indian HEIs, approved by University Grants Commission (UGC) offered online degree/ diploma/ certificate programmes and more universities are approaching to join the project. Also, the MoUs have been signed with 19 African Countries to participate in e-VBAB project. So far, 3570 scholarships have been awarded to the African learners in 3 academic sessions i.e. Jan 2020, July 2020 and Jan 2021.
